For example, shoppers for Texas electricity plans in the 77494 ZIP code in Katy, TX, could find 12-month plans for 6.8 cents/kWh in February; by June, electricity rates had increased 27 percent to 9.3 cents/kWh. As of early September, 12-month plans were up again, to 9.9 cents/kWh – a 6.5 percent hike from June and a 46 percent increase just since February.
Some good news: According to J.D. Power’s 2016 survey on retail electric providers (its most current survey of the space), Texas has the highest overall satisfaction with retail electric providers out of any state. And because rates, plans, and offers can be so similar from provider to provider, customer satisfaction scores are a great way to break a tie. There’s some smart money placing big bets on a rebound for oil. Blackstone Group LP BX, -5.27%  President Hamilton “Tony” James said last month that the company was “scrambling” to invest up to $10 billion in energy companies, according to Bloomberg. Blackstone CEO Stephen Schwarzman said during the company’s earnings call on Jan. 29 that the majority of Blackstone’s energy investments were “oil-price agnostic, including energy-transportation infrastructure where we have off-take agreements, merchant power, renewables and other types of energy-oriented investing.”

For example, if you use a small amount of energy each month, you expect to be rewarded — right? Unfortunately, nearly all electricity plans from Texas REPs are advertised as costing more per kWh the less electricity you use. It’s a little like buying in bulk: Providers often discount your bill when you cross certain kWh thresholds. For instance, one 12-month plan from StarTex Power quotes 8.1 cents per kWh for 1,000 kWh a month and 8.8 cents for 2,000 kWh per month, but 12.1 cents for 500 kWh per month. Why the difference? Customers get $35 back each month if they pass 1,000 kWh of use, and another $15 back per month if they cross 2,000 kWh. In this case, using half as much electricity as your neighbor on the same plan wouldn’t get you half the bill.
Both tariffs are available with either paper or paperless (online) billing. E.ON participates in the Warm Home Discount scheme for some customers. There are no exit fees if you decide to leave this supplier within 14 days. If you change your mind after that time, you’ll be charged exit fees of £25 per fuel. Exclusions apply, including the type of meter you own, so make sure you read the additional terms and conditions.  

And just like with any plan, it’s worth it to do the math to see how different scenarios will affect your bill. Take, for example, a home in Sweetwater that uses about 1,000 kWh of energy per month, and is interested in the Texas Essentials 12 plan. Zero percent renewable energy is the cheapest option — but by committing to a $5 monthly charge for its 100 percent “JustGreen” option, it’s actually cheaper than the 60 percent hybrid renewable option.

Consumers in Houston, Dallas, Fort Worth and Corpus Christi were promised bargains on electricity when the Texas Legislature deregulated the electricity market. But 16 years later they're still paying more for electricity than their counterparts in cities Texas lawmakers exempted from deregulation such as Austin and San Antonio, according to the Texas Coalition for Affordable Power which analyzed federal electricity pricing data.
Even though customers in deregulated cities routinely pay more for electricity, there is a bright spot. The gap between the average price paid for electricity between deregulated cities like Houston and regulated cities like San Antonio have dwindled to the narrowest point ever to 8.8 percent. Back in 2006, customers in deregulated cities were paying nearly 47 percent more for electricity than their counterparts in regulated cities.

3.     Customer service:  When the only utility available has lousy customer service, nobody is surprised.  They don’t even pretend to care – they know they have you over a barrel.  With all these new players in town, however, it’s a slap in the face to be treated like royalty until you’ve signed on the dotted line and now they won’t even return your calls or the person on the phone can’t string three English words together or if he does speak English, he’s brand new and panicking trying to pull up your account information.
